At least It doesn’t look like people in suits just wandering around the city trying to be relevant. you can actually see people with powers in the show. It’s also been rumored that this is where the other lesser known Avengers and heroes that they will be using in the movies will have their start. they don’t get a movie because they aren’t big enough of a character.
